The Trust Board has overall responsibility for our performance and the way we deliver healthcare, manage our finances and improve services.

The Board is made up of executive and non-executive directors.

Executive directors are directly appointed by the Trust and include the Chief Executive, Chief Finance Officer and Chief Medical Officer.

Non-executive directors are appointed for the skills and experience they can bring from outside the organisation. The Board is led by a non-executive chair.

Meetings of the Trust Board are held in public via Microsoft Teams.

Phil Hall - Chair

Phil Hall - Chair

Phil was appointed Chair-in-Common of Kingston Hospital NHS Foundation Trust, and Hounslow and Richmond Community Healthcare NHS Trust (HRCH) in April 2024, following a brief period as Acting Chair. He subsequently became the first Chair of Kingston and Richmond NHS Foundation Trust. Prior to this, Phil had been a Non-Executive Director at HRCH since 2017, and Deputy Chair since 2022.

His experience of working in both community and hospital services means he is well placed to support the integration of our services and support us to work more closely with our partners in primary and social care, mental health, and with voluntary sector services. Phil lives locally and has a strong commitment to the success of the area’s healthcare system. 

Phil has significant board-level and senior management experience within complex public sector organisations, chairs a pension trust, and has previously served as Chair of the Independent Audit Committee for the Wiltshire Police and Crime Commissioner.

Durka Dougall - Deputy Chair

Durka Dougall (nee Sankararajah) has been working as a Non-Executive Director across our Trust since April 2023, and Deputy Chair since January 2024. 

Durka is a medical consultant and public health specialist who has been working in the NHS for over 25 years. She is the Chief Executive of the Centre for Population Health, the Chair of the national Health Creation Alliance, and an Honorary Professor in Public Health and Population Health supporting two global universities. She has been supporting the development of NHS Provider Trust and ICB Boards nationally for the last 10 years. Durka has been our Deputy Chair since January 2024 and chairs our Integration Oversight Committee. Since June 2025, Durka has also joined the Board of East London NHS Foundation Trust as a Non-Executive Director and Chairs the People Participation Committee of the Board. 

Durka is a nationally recognised health and care leader who has been involved in a variety of roles addressing population health and tackling health inequalities across the UK and beyond. She is passionate about transforming the approach of the health and care system in England so that it is more joined-up, equitable, effective in prevention as well as treatment, and focused on enabling people to be healthy for as long as possible.


Richard Guest - Non-Executive Director and Deputy Chair

Richard chairs the Finance and Investment Committee.

He is a qualified accountant, and an experienced Chief Financial Officer (CFO), management consultant and trustee with more than 20 years of experience working at board level, including Chief Financial Officer of Royal Brompton and Harefield NHS Foundation Trust, partner and leader of the NHS practice at EY (formerly Ernst & Young), and director at Monitor.

In addition to his NHS NED role, Richard is a trustee of two health-related charities and also works as a management consultant providing advice to the NHS.

Debbie recently retired from her position as Director General Corporate Transformation in the Department for Work and Pensions – a role she was appointed to in August 2023.
 
Prior to this, Debbie was Director General People, Capability and Place since 2020, having first joined the executive team in the Department for Work and Pensions as Director General of Human Resources in January 2014.
 
Debbie began her career in the private sector in Human Resources (HR), with 21 years of experience across retail, manufacturing and consultancy in the UK, Europe and North America. Starting in Marks and Spencer, she then moved to the Ford Motor Company before working in consultancy. Debbie joined the Civil Service in 2009 and has been Group HR Director for Defra and Group HR Director for Ministry of Justice.
 
She was invited to become a Chartered Companion of The Institute of Personnel and Development in 2019 having previously led the HR professional development across the Civil Service, chairing the Civil Service HR Capability Board for 5 years.
 
Debbie was a steering group member of the Movement to Work charity for 10 years, has previously been a Trustee of the Whitehall and Industry Group, and a NED for BPDTS - a digital services organisation.


Katharine Jackson - Non-Executive Director

Katharine joined the Trust in October 2025 and chairs the Audit and Risk Committee. 

She has over 20 years of senior leadership experience, much of it focused on providing resources for teaching, learning and research in education. Katharine is currently CEO of an EdTech platform providing maths support for secondary schools and previously was CEO of another EdTech business, providing online STEM learning to improve student outcomes in UK higher education. Prior to that, she was CFO and COO of the global academic publisher Sage, leading the business through a period of significant growth, digital transformation and international expansion. 

She began her career as an accountant with PWC and has significant risk and financial oversight experience having operated as both executive and trustee in a variety of organisations including a London hospice and a national medical charity.  She is a board level advisor, having sat on the boards of several start up, entrepreneurial businesses, advising them on growth and successful sale.  

She is currently an Independent Board member at Kingston University and is Vice Chair of Governors of a comprehensive secondary school in Clapham. 


Dr Zaheer Ahmad MBE - Associate Non-Executive Director

Dr Zaheer Ahmad MBE was appointed as Associate NED with a focus on equality, diversity and inclusion.

Zaheer is a prominent voice on diversity, equity, and inclusion. Currently, he is the Head of Unifying Culture at BDO. He has held senior DEI roles with Haleon, a world-leading consumer health company, GSK, Ernst and Young, and the UK Police Service.

A highly decorated former police officer, Zaheer served in multiple departments. Zaheer holds several advisory and non-executive positions with leading organisations, including York St John University, and Toyota Motor Europe.

He is an independent panel member with the Premier League Equality, Diversity, and Inclusion Standards. Recognised for his distinguished knowledge and impact in DEI, Zaheer has received over 30 awards and honours. He is head of the judging panel for the British Diversity Awards, and a judge at the European Diversity, and Tech Diversity Awards.


Surinder Birdi - Non-Executive Director

Surinder is currently HR Director, Manufacturing and Employee Relations at Ford Britain – a role which he has held since April 2021. He is an experienced leader who has held positions in automotive, public sector and regulated financial organisations bringing employee relations, talent management, organisational design, HR business partnering and diversity skills and experience.

Surinder also has board level experience in commercial and not-for-profit sectors and is currently a Director at Ford Halewood Transmissions Ltd, Chair of the Appointments Board of the Nursing and Midwifery Council, Pension Trustee of the Nursing and Midwifery Council and Independent Governor at the University of Greenwich.


Naz Jivani - Non-Executive Director

Naz Jivani.pngNaz was appointed as a clinical Non-Executive Director for quality and safety. He has been a GP since 1996 and has worked in the local area and South West London region in a variety of roles, including Kingston Clinical Commissioning Group Chair, SWL Clinical Lead for Outpatients and Musculoskeletal Medicine.
 
Naz graduated at Liverpool University and has lived and worked in the Kingston area either side of his degree.
 
He has an interest in musculoskeletal medicine, having completed his masters in sports medicine at Nottingham University, and has recently been approved as an Aviation Medical Examiner by the Civil Aviation Authority.


Rosie Waskett - Associate Non-Executive Director

Rosie was appointed as an Associate Non-Executive Director in August 2024. Rosie joined the NHS as a student nurse more than 50 years ago and has since worked in a number of roles including as a health visitor, midwife, lecturer in public health studies, safeguarding adviser and school health team leader.

She has previously worked at Westminster Hospital and spent many years at Queen Charlotte's Hospital.

Rosie was appointed as the nurse board member of the Primary Care Group in Roehampton and Putney and during this time converted her Registered Nurse diploma to an honour’s degree at Brunel University, completed the King’s Fund Senior Leaders Experiential Learning programme and later undertook a master’s degree in Healthcare Leadership with Tyne Tees University.

Rosie joined Hammersmith and Fulham as a Community Nurse Leader in 2001 and was also appointed as nurse board member of the Primary Care Trust. Rosie progressed to be Associate Director for Children and Families for Hammersmith and Fulham, and later Associate Director of all clinical services.

She was subsequently appointed as the Associate Director of Quality in Barnet, and later as the Divisional Director of Nursing and Therapies for the Southwest Division within Central London Community Trust (CLCH).

Rosie is honoured to have also been awarded the title of ‘Queen’s Nurse’ by the Queen’s Nursing Institute. Rosie retired from full time work at CLCH in March 2022, and is recently retired from a part time Director of Nursing role. Rosie remains on the bank at CLCH for Director of Nursing or clinical work. 

Jo Farrar - Chief Executive

Jo became Chief Executive in April 2019, following a period as the Trust’s Director of Finance. As a long standing resident of Richmond upon Thames, he brings a strong personal commitment to improving the health and wellbeing of the communities the Trust serves. Jo also plays a key leadership role in the wider system, acting as the NHS Executive Lead for Richmond and Kingston within the South West London Integrated Care System, and leading the temporary staffing strategy for the NHS across London.

A qualified accountant, Jo’s career spans a wide range of senior positions across the NHS, giving him a deep understanding of both the operational and strategic challenges facing modern healthcare. He has held board level roles at Homerton University NHS Foundation Trust and Oxford Radcliffe Hospitals NHS Foundation Trust, as well as influential leadership positions within NHS London’s Provider Agency. Before joining Kingston, Jo also served as Head of Compliance at Monitor, bringing valuable regulatory insight following the first 12 years of his career at KPMG.


Graeme Wright - Chief Nurse

Graeme Wright

Graeme Wright was appointed Chief Nurse in August 2025, having previously served as Deputy Chief Nurse at The Hillingdon Hospitals NHS Foundation Trust.

With over 18 years of nursing experience, Graeme has a clinical background in emergency and trauma care. He is deeply committed to driving high standards in patient safety and the quality of care across services.

Graeme is also passionate about leadership development and is a strong advocate for creating innovative roles that support the growth and impact of nursing, midwifery, and allied health professional (AHP) colleagues.

His leadership is rooted in collaboration, continuous improvement, and a patient-centred approach to care.


David Walker - Interim Chief Medical Officer (and Responsible Officer)

David Walker

David joined the Trust as Interim Chief Medical Officer, and Responsible Officer, in March 2026.

David is a highly experienced senior medical leader with more than 20 years of NHS leadership experience. His background spans nine years as an executive director in acute Trusts and eight years as a director within Strategic Health Authorities. Trained in infectious disease medicine and public health, David has also held several prominent national roles, including Deputy Chief Medical Officer for England, National Lead for Rare Diseases, and Chair of the UK National Screening Committee.


Yarlini Roberts - Chief Finance Officer

Yarlini joined the Trust in November 2019 and brings 32 years of experience in the NHS after qualifying as a chartered certified accountant and a number of years in accounting practice.

She has held several senior roles in NHS provider and commissioning organisations in South London, including Director of Financial Strategy for the SWL CCG.

Yarlini worked as Director of Finance for Kingston and Richmond CCGs and has also supported a major mental health consultation in south west London in 2014 as finance lead.


Rachel Stanfield - Chief People Officer

Rachel took up post as Chief People Officer in January 2024. Prior to that she spent four years at Oxford University Hospitals NHS Foundation Trust, where she was Director of Workforce and Deputy Chief People Officer, and subsequently Joint and Acting Chief People Officer.

She has previously held a series of senior people leadership roles, including Deputy Director of People and Organisational Development.

Rachel has over 25 years healthcare experience. She has worked in a range of operational management, project and leadership roles as well as having provided strategic consultancy at Board level and internationally.

She is a Fellow of the Chartered Institute of Personnel and Development (CIPD) and a qualified ILM Level 7 Executive Coach.


Fiona Howgego - Director of Strategy, Integration and Neighbourhood Health

Fiona joined the Trust as Director of Strategy, Integration and Neighbourhood Health, in March 2026.

Fiona is a senior NHS leader with extensive experience leading strategic transformation, financial sustainability and system partnership working. Fiona has held national and system leadership roles with NHS England and NHS Improvement. She most recently served as Financial Improvement Director at Lewisham and Greenwich NHS Trust and was previously Managing Director of the Acute Provider Collaborative in South East London, bringing together providers to strengthen partnerships, improve access and develop system working. 

She will lead the Trust’s strategy refresh to ensure plans evolve to meet the NHS’s changing needs and neighbourhood-based care priorities.


Nicola Costin Davis - Interim Chief Operating Officer

Nicola joined the Trust as Interim Chief Operating Officer, in April 2026.

Nicola previously held the role of Chief Operating Officer at Mid Cheshire Hospitals NHS Foundation Trust and is a highly experienced NHS senior leader, with more than 20 years’ experience delivering safe, effective services under sustained operational pressure.

She has a strong track record in operational recovery, transformation, patient safety, emergency preparedness and system working, alongside a commitment to building positive culture, capability and continuous improvement.

Throughout her career, Nicola has held executive accountability across acute, community and system settings. She has led large scale improvement programmes, secured significant capital investment, and translated strategy into clear, measurable delivery.


Anthony Lundrigan - Chief Digital Information Officer

Anthony joined the Trust in November 2024 as our Chief Digital Information Officer.

With over 25 years of experience in the application of technology in health and care in England and internationally, he has worked for the past 18 years in various digital leadership roles nationally, regionally, at ICS and at many Trusts including several at board level.

His role is responsible for leading how digital, data and technology can improve health and care for our patients, and the experience of our staff in the use of our digital systems and services. 


Tara Ferguson-Jones - Director of Communications and Engagement

Tara is an accomplished communications professional with more than 20 years of experience in a variety of communication leadership roles in local government and NHS organisations including Imperial College Healthcare NHS Trust and West London NHS Trust.

As Director of Communications and Engagement at Kingston and Richmond NHS Foundation Trust, Tara leads on shaping the Trust’s internal and external communications, ensuring clarity, transparency, and collaboration at every level. Tara is also the NHS communications lead on the Kingston and Richmond borough-based partnerships.
