The Trust Board has overall responsibility for our performance and the way we deliver healthcare, manage our finances and improve services.

The Board is made up of executive and non-executive directors.

Executive directors are directly appointed by the Trust and include the Chief Executive, Chief Finance Officer and Chief Medical Officer.

Non-executive directors are appointed for the skills and experience they can bring from outside the organisation. The Board is led by a non-executive chair.

Phil Hall, Chair

Phil Hall - Chair

Phil was appointed as Chair in April 2024. He became a Non-Executive Director at Hounslow and Richmond Community Healthcare NHS Trust in 2017, and Deputy Chair in 2022. Appointed as an Associate Non-Executive Director at Kingston Hospital in 2023, he subsequently became Acting Chair in December 2023.

His experience of working in both community and hospital services means he is well placed to support the integration of our services and support us to work more closely with our partners in primary and social care, mental health, and with voluntary sector services.

Outside of his NHS role, Phil offers consultancy advice and coaching support to senior managers in a range of organisations across the public and private sectors.

Phil has significant board-level and senior management experience within complex public sector organisations, chairs a pension trust, and has previously served as Chair of the Independent Audit Committee for the Wiltshire Police and Crime Commissioner.

Durka Dougall - Deputy Chair

Durka Dougall (nee Sankararajah) has been working as a Non-Executive Director across our Trust since April 2023, and Deputy Chair since January 2024. 

Durka is a medical consultant and public health specialist who has been working in the NHS for over 25 years. She is the Chief Executive of the Centre for Population Health, the Chair of the national Health Creation Alliance, and an Honorary Professor in Public Health and Population Health supporting two global universities. She has been supporting the development of NHS Provider Trust and ICB Boards nationally for the last 10 years. From June 2025, Durka has also been supporting East London NHS Foundation Trust as a Non-Executive Director.

Durka is a nationally recognised health and care leader who has been involved in a variety of roles addressing population health and tackling health inequalities across the UK and beyond. She is passionate about transforming the approach of the health and care system in England so that it is more joined-up, equitable, effective in prevention as well as treatment, and focused on enabling people to be healthy for as long as possible.

Damien joined the Trust in October 2019 and chairs the Audit and Risk Committee. He works at board level with multiple organisations across sectors. His specific expertise is in finance and risk oversight. He is a financial analyst by background and spent a number of years as a credit and risk analyst in the financial services industry.

Damien has audit committee responsibilities on the board of several organisations. In particular, he chairs the audit committee at two large housing associations, Amplius and Southern Housing. He is a trustee at PBE (Pro Bono Economics), a charitable think-tank. On 1 November 2024, he was appointed on the board of Oxleas NHS Foundation Trust to chair the organisation’s Audit and Risk Assurance Committee.


Dr Zaheer Ahmad MBE, Associate Non-Executive Director

Dr Zaheer Ahmad MBE was appointed as Associate NED with a focus on equality, diversity and inclusion.

Zaheer is a prominent voice on diversity, equity, and inclusion. Currently, he is the Head of Unifying Culture at BDO. He has held senior DEI roles with Haleon, a world-leading consumer health company, GSK, Ernst and Young, and the UK Police Service.

A highly decorated former police officer, Zaheer served in multiple departments. Zaheer holds several advisory and non-executive positions with leading organisations, including York St John University, and Toyota Motor Europe.

He is an independent panel member with the Premier League Equality, Diversity, and Inclusion Standards. Recognised for his distinguished knowledge and impact in DEI, Zaheer has received over 30 awards and honours. He is head of the judging panel for the British Diversity Awards, and a judge at the European Diversity, and Tech Diversity Awards.

Debbie is currently Director General Corporate Transformation in the Department for Work and Pensions – a role she was appointed to in August 2023.

Before taking on this role, Debbie was Director General People, Capability and Place since 2020, having first joined the executive team in the Department for Work and Pensions as Director General of Human Resources in January 2014.

Debbie began her career in the private sector in Human Resources (HR), with 21 years of experience across retail, manufacturing and consultancy in the UK, Europe and North America. Starting in Marks and Spencer, she then moved to the Ford Motor Company before working in consultancy. Debbie joined the Civil Service in 2009 and has been Group HR Director for Defra and Group HR Director for Ministry of Justice.

She was invited to become a Chartered Companion of The Institute of Personnel and Development in 2019 having previously led the HR professional development across the Civil Service, chairing the Civil Service HR Capability Board for 5 years

Debbie is a steering group member of the Movement to Work charity, has previously been a trustee of the Whitehall and Industry Group, and NED for BPDTS - a digital services organisation.
 


Surinder Birdi, Non-Executive Director

Surinder is currently HR Director, Manufacturing and Employee Relations at Ford Britain – a role which he has held since April 2021. He is an experienced leader who has held positions in automotive, public sector and regulated financial organisations bringing employee relations, talent management, organisational design, HR business partnering and diversity skills and experience.

Surinder also has board level experience in commercial and not-for-profit sectors and is currently a Director at Ford Halewood Transmissions Ltd and a Member Chair of the Appointments Board of the Nursing and Midwifery Council.


Richard Guest, Non-Executive Director

Richard chairs the Finance and Investment Committee.

He is a qualified accountant, and an experienced Chief Financial Officer (CFO), management consultant and trustee with more than 20 years of experience working at board level, including Chief Financial Officer of Royal Brompton and Harefield NHS Foundation Trust, being a partner and leading the NHS practice at EY (formerly Ernst & Young), and director at Monitor.

In addition to his NHS NED role, Richard is a trustee of the homeless and inclusion health charity Pathway and also works as a management consultant providing advice to the NHS.


Naz Jivani, Non-Executive Director

Naz Jivani.pngNaz was appointed as a clinical Non-Executive Director for quality and safety. He has been a GP since 1996 and has worked in the local area and South West London region in a variety of roles, including Kingston Clinical Commissioning Group Chair, SWL Clinical Lead for Outpatients and Musculoskeletal Medicine.
 
Naz graduated at Liverpool University and has lived and worked in the Kingston area either side of his degree.
 
He has an interest in musculoskeletal medicine, having completed his masters in sports medicine at Nottingham University, and has recently been approved as an Aviation Medical Examiner by the Civil Aviation Authority.


Rosie Waskett, Associate Non-Executive Director

Rosie was appointed as an Associate Non-Executive Director in August 2024. Rosie joined the NHS as a student nurse more than 50 years ago and has since worked in a number of roles including as a health visitor, midwife, lecturer in public health studies, safeguarding adviser and school health team leader.

She has previously worked at Westminster Hospital and spent many years at Queen Charlotte's Hospital.

Rosie was appointed as the nurse board member of the Primary Care Group in Roehampton and Putney and during this time converted her Registered Nurse diploma to an honour’s degree at Brunel University, completed the King’s Fund Senior Leaders Experiential Learning programme and later undertook a master’s degree in Healthcare Leadership with Tyne Tees University.

Rosie joined Hammersmith and Fulham as a Community Nurse Leader in 2001 and was also appointed as nurse board member of the Primary Care Trust. Rosie progressed to be Associate Director for Children and Families for Hammersmith and Fulham, and later Associate Director of all clinical services.

She was subsequently appointed as the Associate Director of Quality in Barnet, and later as the Divisional Director of Nursing and Therapies for the Southwest Division within Central London Community Trust (CLCH).

Rosie is honoured to have also been awarded the title of ‘Queen’s Nurse’ by the Queen’s Nursing Institute. Rosie retired from full time work at CLCH in March 2022, and is now a part time Director of Nursing and works clinically when able.

Jo Farrar, Chief Executive

Jo was appointed Director of Finance to the Trust in 2015 and became Chief Executive in April 2019. He lives locally in Richmond upon Thames and is deeply committed to working in partnership to improve the health and wellbeing of local communities. Jo also serves as the NHS lead for the boroughs of Richmond and Kingston within the South West London Integrated Care Board.

A qualified accountant, Jo brings extensive experience from a range of senior roles across the NHS. His previous positions include board-level roles at Homerton University NHS Foundation Trust and Oxford Radcliffe Hospitals NHS Foundation Trust, as well as senior leadership positions at NHS London’s Provider Agency. He also served as Head of Compliance at Monitor, following the first 12 years of his career at KPMG.


Berenice Constable, Acting Chief Nurse

Bill Oldfield, Chief Medical Officer

Bill read Pharmacology and Human and Applied Physiology at King’s College London, before studying Medicine at St. George’s Hospital Medical School.

Following qualification, he trained in General and Respiratory Medicine in North West London and undertook a dedicated period of research at the National Heart and Lung Institute leading to the award of a PhD Degree.

He was appointed as a Consultant in Respiratory Medicine to St Mary’s and Royal Brompton Hospitals in 2003 with a special interest in High Dependency Medicine.

He subsequently held several clinical managerial positions at Imperial College Healthcare NHS Trust including Chief of Service, Deputy Medical Director, and Interim Medical Director before moving to University Hospitals Bristol as Medical Director in 2018.

He returned to London in 2021 as Medical Director at Kingston Hospital and was appointed as Chief Medical Officer at the Trust in 2022.


Yarlini Roberts, Chief Finance Officer

Yarlini joined the Trust in November 2019 and brings 32 years of experience in the NHS after qualifying as a chartered certified accountant and a number of years in accounting practice.

She has held several senior roles in NHS provider and commissioning organisations in South London, including Director of Financial Strategy for the SWL CCG.

Yarlini worked as Director of Finance for Kingston and Richmond CCGs and has also supported a major mental health consultation in south west London in 2014 as finance lead.


Anne Stratton, Chief Operating Officer - community

Anne is Chief Operating Officer (Community) at Kingston and Richmond NHS Foundation Trust. Anne was previously Director of Clinical Services at Hounslow and Richmond Community Healthcare NHS Trust.

Anne has over 38 years of healthcare experience. She started her career as an administrative assistant and has held several senior general management and service improvement, and Board level roles.  Anne has led in adults and children’s services and has worked within the acute, commissioning and community sectors and has run community services since the year 2000.


Rachel Stanfield, Chief People Officer

Rachel took up post as Chief People Officer in January 2024. Prior to that she spent four years at Oxford University Hospitals NHS Foundation Trust, where she was Director of Workforce and Deputy Chief People Officer, and subsequently Joint and Acting Chief People Officer.

She has previously held a series of senior people leadership roles, including Deputy Director of People and Organisational Development.

Rachel has over 25 years healthcare experience. She has worked in a range of operational management, project and leadership roles as well as having provided strategic consultancy at Board level and internationally.

She is a Fellow of the Chartered Institute of Personnel and Development (CIPD) and a qualified ILM Level 7 Executive Coach.


Tracey Moore, Chief Operating Officer - acute

Tracey was appointed Chief Operating Officer, acute, in 2022, having previously been the Deputy Chief Operating Officer. Tracey has over 35 years of experience as an operational leader in the NHS.

Before joining Kingston Hospital in 1991, Tracey worked in a general managerial capacity in a number of tertiary hospitals in London including St. George’s University Hospital NHS Foundation Trust and what was Guy’s Hospital.

In a long career at Kingston Hospital, Tracey has led multidisciplinary teams in the delivery of service improvement projects, capital developments and achievement of key national performance targets. As Chief Operating Officer, Tracey leads the two clinical divisions of unplanned and planned care and works closely with colleagues in the local authorities, community Trusts and other acute Trusts in London.


Anna Jebb, Acting Director of Strategy

Anna has over 20 years of experience in senior operational leadership roles in the NHS, both in specialist and general acute settings. She joined the organisation in 2016, as Associate Director for Planned Care, and in 2021 moved into a strategic role. Anna most recently directed the programme of work to bring together Hounslow and Richmond Community Healthcare (HRCH) and Kingston Hospital NHS Foundation Trust, and is the executive lead for integration and strategy for the Trust.

Anna is passionate about the NHS and loves working with clinical and operational teams. She spent several years leading an outpatient transformation programme at Kingston Hospital and is now focused on working with all our partners across the health system to make real improvements to patient care. 


Anthony Lundrigan, Interim Chief Digital Information Officer

Anthony joined the Trust in November 2024 as our Chief Digital Information Officer.

With over 25 years of experience in the application of technology in health and care in England and internationally, he has worked for the past 18 years in various digital leadership roles nationally, regionally, at ICS and at many Trusts including several at board level.

His role is responsible for leading how digital, data and technology can improve health and care for our patients, and the experience of our staff in the use of our digital systems and services. 


Tara Ferguson-Jones, Director of Communications and Engagement

Tara is Director of Communications and Engagement for the Trust.

Tara is an accomplished communications professional with more than 20 years of experience in a variety of communication leadership roles in local government and NHS organisations including Imperial College Healthcare NHS Trust and West London NHS Trust. As Director of Communications and Engagement at Kingston and Richmond NHS Foundation Trust, Tara leads on shaping the Trust’s internal and external communications, ensuring clarity, transparency, and collaboration at every level. Tara is also the NHS communications lead on the Kingston and Richmond borough-based partnerships.
